Add retroactive task specs for ad-hoc changes

+- CSS for `.task-card-artifacts` and `.artifact-badge`

+- Wrapped detail panel HTML in a modal overlay container
+- Added backdrop click to close
+- Updated JS references from `detail-panel` to `detail-overlay`
